Multilingualism: Brussels shifts gear up

be Yalky, Be BrusselsBrussels, the capital of Belgium and of Europe, is the most cosmopolitan city in the world after Dubai. 62% of its inhabitants were born in another country or have a migration background, according to the International Organization for Migration.

More than 100 languages are spoken in Brussels. 8% of people in Brussels speak neither French, English nor Dutch. Nevertheless, 90% of brussels residents say they per cent view the city's multilingualism as positive. This is shown by the latest language barometer from language sociologist Rudi Janssens (Free University of Brussels), who has been analysing the language situation in Brussels for over 20 years. Language diversity and multilingualism are in the DNA of the city.

Since last year, Brussels has had a minister for the Promotion of Multilingualism with Sven Gatz. The coalition agreement (2019-2024) and the minister's policy plan set out clear ambitions: Brussels wants to revolutionise language teaching in order for brussels people to better master their languages, Brussels wants to put itself on the international map as a multilingual region, Brussels wants to set up an international centre of expertise on multilingualism.

Last Saturday, Brussels celebrated its own Day of Multilingualism for the first time. Sven Gatz presented the Council for Multilingualism to the public in the Brussels Parliament.

What does Russia do to promote the Russian language?

Russian language promotionGhent, Marina Sevcova - The Russian government currently seems to be very much preoccupied with the position of the Russian language in the rest of the world.

Statistics have shown that the number of Russian speakers has fallen dramatically since the collapse of the Soviet Empire, which has prompted the Russian government to introduce a number of measures to remedy the situation.

Government efforts to promote Russian include a variety of programmes, some led by government agencies and others by leading educational establishments. This is intended to increase the number of Russian speakers, as well as improve the economic and political position of Russia globally.

This article will provide a historical background to the promotion of the Russian language in Russia, as well as giving an overview of the means currently being used to promote Russian both at home and abroad.

Important message to all Dutch speakers

Important message to the Dutch-speaking community

Everyone speaks English anyway, right? Why would you learn Dutch now? And yet, more than 175 universities are teaching thousands of students Dutch. Are they crazy?

And so it is a valid question: what do all those people outside of the Dutch language area do with that Dutch? How do they use the Dutch language and, more interesting yet, how do they create value? For themselves, for their organization, company or society? A snapshot made by Gergana, Bea and Arsen, who study Dutch in Bulgaria, Slovakia and Northern France.

Accessibility of media in Italy

Accessibility of media in ItalyGhent, July 29, 2016, Felien Mignon -Today, we live in a society in which everything revolves around information and communication. There are still too many people who don't have access to media platforms that we take for granted.

A census of Istat showed that, in Italy, there are approximately 877,000 people with light or major hearing problems. In addition, another research project of theirs revealed that there are 129,220 people in Italy who are partially or totally blind. A large number of people who do not seem to be a priority for the Italian State.

As a result, we'll talk about the accessibility of media, especially of the television programs that are broadcast in Italy. Given that the theme of "accessibility" is very broad, we'll limit ourselves to the television sector.

What is the situation like in Italy?

A new chance for a more personal language protection, thanks to the Chancery Division (High Court) in England

A new chance for a more personal language protection, thanks to the Chancery Division (High Court) in England Ghent, Isabelle Bambust - The courts are increasingly faced with international elements. It happens, for example, that a french Court must apply laws which are not French, or that the parties do not have French nationality, or, that the parties do not live in France.

When a party resides in another country, the communication of important documents from the judicial record is not simple at all. Think of the language of these documents. A Parisian French-language document might encounter the official Dutch language of the Netherlands where the recipient of the document resides, or the own language of the recipient who did not necessarily master the Dutch language.

European Court of Justice retrieves Flemish taaldecreet sit back

Court of Justice retrieves taaldecreet sit backIn Flanders, a contract between a (established in Flanders) employer and an employee only in the Dutch language are valid. In a language other than Dutch is the agreement is void and non-existent. This taalregel applies in Flanders for forty years, since the Flemish taaldecreet of July 19, 1973. The rule also applies to branches of foreign companies where a language other than Dutch is the language and for foreign workers who do not speak Dutch.

The Flemish taaldecreet is generally regarded as an important milestone in the emancipation and empowerment of Flanders. The decree controls the language for all of the individual and collective social relations between employer and employee and for the statutory instruments and documents of companies; therefore, not only for the so-called social contract but for all documents. Main purpose of the Flemish taaldecreet was both the Dutch language as the Dutch to protect worker and (social) to promote.

But today the European Court of Justice (Luxembourg) the Flemish taaldecreet of 1973 at least in part. The Court says in its judgment that the decree is contrary to the principle of free movement of workers in the European Union because it is not that foreign non-Dutch workers or employers are obliged to their contract in the Netherlands.

The parties to a contract of employment with a cross-border nature does not necessarily control the Dutch, so apposite the Court. In such a situation calls for the establishment of a free and informed consent of all the parties that the agreement could produce a language other than the official language of that state.

What is the impact of this judgment? Is now also a English or French contract valid? A comprehensive analysis.
